Carlos A. Penin, P.E.

Mr. Carlos A. Penin, PE, was born in Holguin, Cuba and came to Miami with his mother and three
sisters in 1962. Carlos graduated from Belen Jesuit Preparatory School in 1973. He received an
Associates in Engineering Degree from Miami-Dade College (1975). In 1977, Mr. Penin obtained
a Bachelor of Science Degree in Civil Engineering and Construction Management from the
University of Florida and in 1982 a Master of Science Degree in Environmental and Urban Systems
from Florida International University.

He worked in several South Florida Architectural and Engineering firms designing and managing
major infrastructure projects. Most notably is Joe Robbie Stadium, the widening of the Julia Tuttle
Causeway and the reconstruction of SW 8th Street. In 1989, he founded C.A.P. Engineering
Consultants, Inc. in order pursue his American Dream and serve others with his passion of
Engineering. In 1996 and again in 1997, his company was recognized by the “Inc. 500” as one of
the fastest growing companies in the country.

In 2006 the firm changed its name to C.A.P. Government, Inc. (CAP) and began specializing in
providing Building Department outsourcing exclusively to government agencies. CAP has
facilitated the successful transition and implementation of plans review and inspection services to
clients across Florida. Today, CAP serves over sixty (60) municipalities and six (6) educational
institutions across Miami-Dade, Broward, Palm Beach and several Gulf Coast clients. In 2017,
2018, 2019, 2020 and again in 2021 CAP was ranked as a top 100 firm and recipient of the
Zweig Group “Hot Firm” which is a prestigious award presented at the & A/E Industry Awards
Conference. Similarly, in 2017 and in 2018 CAP was recognized as one of the fastest-growing,
Gator-owned businesses in the world. In 2019 the company celebrated its Thirty “30” year
anniversary.

Notable Achievements
Mr. Penin’s professional involvement includes more than 40 years of direct project experience,
managerial functions and various government appointments. He was a founding member of the
Board of Directors of the Miami-Dade Expressway Authority (MDX) and of the Transportation and
Expressway Authority Membership of Florida (TEAMFL). During his tenure he eventually served
as the Chairman of the Board for each organization.

He has been active in the Florida Engineering Society (FES) since 1977 holding several elected
positions including Chapter President in 1992 during the aftermath of Hurricane Andrew. Mr. Penin
was named “Engineer of the Year” by the FES Miami Chapter in 1982. He has also served as
Chapter Director, State Director, Regional Vice President and as State Vice President of Finance.
He is currently serving as President of FES 2021-2022. In addition, he has served in the
American Florida Institute of Consulting Engineers (FICE) holding various statewide positions
including State President in 2000.

Carlos has been a member of the Board of Directors of the Cuban American Association of
Civil Engineers (CAACE) and a member of the Association of Cuban Engineers (ACE). He
was named “Engineer of the Year” by the ACE and is the 2020 recipient of the prestigious “CAACE
Plinio Villanueva Award” given to a member who is committed by actions and efforts to advance
the Civil Engineering Profession. On February 27, 2020, Mr. Penin was recognized by the Hon.
Mario Diaz-Balart on the Congressional Record for his many achievements.

In 2017, Mr. Penin was inducted into the “Miami Dade College Alumni Hall of Fame” (Engineering).
He has been active in the Kiwanis Club of Little Havana, Latin Builders Association, Youth Co-op
and is on the Board of Directors of Belen Jesuit Preparatory School and of the Board of Trustees
of Our Lady of Lourdes Academy. In January of 2021, Carlos was appointed by Governor Ron
DeSantis to serve as a Board Member of the South Florida Regional Transportation Authority.

Mr. Penin currently lives in Coral Gables, FL and is the proud father of three daughters.
