Patrick J. Rebull, P.E.
Director, Cuban American Association of Civil Engineers
Mr. Rebull is a licensed professional engineer and certified general contractor with over forty-five years of
diverse national and international design and construction experience. Throughout his career, he has been
involved in the planning, design, and construction management of major site infrastructure development,
building, educational, and airport facilities. He has extensive experience in construction project cost and quality control, schedule oversight, and value engineering. He has served on numerous VE studies as a critical participant in significant building and infrastructure design projects. His experience includes preparing and negotiating contract terms and conditions, claims management, analysis, negotiation, and resolution of construction disputes. He has provided construction litigation support, forensic engineering, and expert witness testimony on large and complex cases.
After serving as the founding Principal of his engineering and construction firm for over twenty-five years, Pat retired in 2006. He frequently served as an independent consultant and expert witness to law firms and other industry clients involved in construction litigation.
In 2010, Pat accepted a position with Miami Dade College and returned to full-time employment as Vice Provost of Facilities Management. In this capacity, he was the Chief Officer of Facilities operations encompassing over 600 acres of College property at eight campuses and outlying facilities with a combined total of over 6 million GSF of the physical plant, including the Freedom Tower historic building.
As a member of the College’s executive management team, he was responsible for the planning,
implementation, management, and evaluation of the college-wide physical plant functions supporting the
College’s strategic plan, vision, and mission. His responsibilities included day-to-day management of the
Facilities Management Division’s 130 staff members involved in the planning, design, construction, and facilities maintenance functions; and the administration of strategic planning, development, quality control, and assurance, and implementation of the College’s Major and Minor Capital Improvement Program involving new building, remodeling/renovation projects.
After serving as Miami Dade College’s Vice Provost of Facilities Management for five years, Mr. Rebull retired in March 2015. He returned to the private sector once again as an independent professional engineering and construction consultant. In this capacity, he provides various services to construction contractors, architecture and engineering firms, law firms, and other entities involved in the public-private partnership building and infrastructure development industry. Pat is also a co-founding member of AEC Drone Services, LLC and General Forensic Engineers, LLC and serves as an in-house consultant to both firms.
