Luis Aguiar
Director
Luis Aguiar is a civil engineer with more than 45 years of experience in the operation, maintenance, and improvement of water and sewer systems in South Florida.
Luis spent nearly four decades with the Miami-Dade Water and Sewer Department, one of the largest water and sewer utilities in the nation, and retired as Assistant Director of Water Operations. Over his career there he led the Department's Water Treatment, Water Distribution, Sewage Collection, Pump Station Maintenance, and Meter Divisions, with annual budgets of more than $100 million and a workforce of over 800 employees.
He played a key role in negotiating and implementing the County's consent decrees with the U.S. Environmental Protection Agency. He also directed utility-wide programs for sewer system rehabilitation and pump station upgrades that the EPA came to regard as models for utilities nationwide.
Luis also led teams of County experts to advise water utilities in Ecuador and Honduras on asset management and operations.
After retiring from the County, Luis joined Hazen and Sawyer as a Senior Associate, supporting major water and wastewater programs for the City of Miami Beach and Miami-Dade County. In 2024 he joined Delta Consultants as Senior Water and Sewer Engineer.
Luis earned his Bachelor of Science in Civil Engineering from Florida International University. He has served as Vice President with the American Water Works Association and as a consultant to the Plastics Pipe Institute's Municipal Advisory Board.
Today he serves as a Director of the Cuban American Association of Civil Engineers.
