Patrick J. Rebull, P.E.

Director

Patrick J. Rebull, P.E. is a licensed Professional Engineer and Certified General Contractor with more than 45 years of diverse national and international design and construction experience.

Throughout his career, Mr. Rebull has been involved in the planning, design, and construction management of major site infrastructure developments, buildings, educational facilities, and airport facilities. His extensive experience includes construction project cost and quality control, schedule oversight, and value engineering.

He has served on numerous value engineering studies as a critical participant in significant building and infrastructure design projects. His experience also includes preparing and negotiating contract terms and conditions, claims management, analysis and negotiation, and the resolution of construction disputes.

Mr. Rebull has provided construction litigation support, forensic engineering services, and expert witness testimony on large and complex cases.

After serving as the founding Principal of his engineering and construction firm for more than 25 years, Mr. Rebull retired in 2006. He subsequently served frequently as an independent consultant and expert witness to law firms and other industry clients involved in construction litigation.

In 2010, Mr. Rebull accepted a position with Miami Dade College and returned to full-time employment as Vice Provost of Facilities Management. In this capacity, he served as the Chief Officer of Facilities operations encompassing more than 600 acres of College property across eight campuses and other facilities.

His responsibilities covered a combined total of more than 6 million gross square feet of physical plant facilities, including the historic Freedom Tower.

As a member of the College's executive management team, he was responsible for the planning, implementation, management, and evaluation of college-wide physical plant functions in support of the institution's strategic plan, vision, and mission.

His responsibilities also included the day-to-day management of the Facilities Management Division's approximately 130 staff members involved in planning, design, construction, and facilities maintenance.

In addition, he oversaw strategic planning, development, quality control and assurance, and implementation of the College's Major and Minor Capital Improvement Program, including new construction, remodeling, and renovation projects.

After serving as Miami Dade College's Vice Provost of Facilities Management for five years, Mr. Rebull retired in March 2015. He then returned to the private sector as an independent professional engineering and construction consultant.

In this capacity, he provides professional services to construction contractors, architecture and engineering firms, law firms, and other organizations involved in public-private partnership building and infrastructure development.

Mr. Rebull is also a co-founding member of AEC Drone Services, LLC and General Forensic Engineers, LLC, and serves as an in-house consultant to both firms.
